About Terence Shia

Terence currently serves as the CPUC’s Director for the Water Division, effective since February 2021. He previously served as Commissioner Genevieve Shiroma’s Policy Advisor on water, telecommunications, and transportation matters. Prior to advising Commissioner Shiroma, he served as a Supervisor in the Water Division working on a variety of water issues, including assisting small water utilities and implementing long term improvements in water conservation and drought planning. Before becoming a supervisor, he worked as a Senior Engineer in the Public Advocates Office advocating for consumers in General Rate Cases and utility infrastructure requests. Terence is a graduate of the University of California, Davis with a degree in Mechanical Engineering and is a licensed Professional Engineer in the State of California.
